no, the drop down ones are triggered by depressurization in the cabin. However, most airlines have first aid kits with oxygen tanks included. I was on a flight once where they called overhead for anyone with medical training to come assist another passenger. I am a paramedic and an ER nurse, so I went and they had 02 as part of the equipment

The drop-down oxygen mask provide oxygen-air mixture and triggered from the cockpit for all passengers. Will not be able to isolate one for you.

There are pure oxygen bottles on hand for breathing problem and you will have to alert the cabin crew if you need one.

Call the flight attendant and if required he or she may administer oxygen from a portable oxygen bottle on board the aircraft.
