and if not- what curgery can do it, aside from exercise?

If the only thing you are having done is a tummy tuck then no it would not improve your waist line. If you have a lot of excess skin the Dr. cuts a circle around the naval then cuts you from hip to hip just above the pubic area. The excess skin is then pulled down and a new whole is put where the naval cord is sewn back in. You look much better in cloths after surgery but the scaring is rather extensive for in an intimate situation. If you have any further questions, please feel free to contact me.

Probally, but just exercise, diet, maybe try nutrisystem, don't get plastic surgery, it's to much, dangerous, and stupid.
