both. we indians dont have any civic sense, cant keep our surroundings clean and can't maintain hygiene. but i guess, if we had a very strict govt who will fine and punish people immediately for creating nuisance, then i think out of fear, people will follow rules strictly. our govt has to really tighten the law and find ways to punish law breakers.

both. people are not having civic sense and not cleaning their own surroundings, adding to this the authorities are also not having any control over their subordinates for maintaining hygieneness.There is no proper supervision by authorities,hence the outbreak of these diseases in our state.

WELL BASICALLY @ GROUND LEVEL ITS PUBLIC IN SLUMS & OTHER SUCH PEOPLE WHERE LITERACY IS DOMINANTLY ABSENT. FURTHER I WOULD SAY IF PEOPLE THEMSELVES ARE AWARE OF SUCH DISEASE THEN OF COURSE PREVENTIVE MEASURES WILL B TAKEN AS NOBODY LOVES TO HAVE 1 OF ABOVE SAID DISEASES
