We are not hispanic, hispanic are the people from Spain, or the iberian peninsula.
Here in the US, the term latino is more commonly used. And it discribes a spanish speaking person from Latin America.

people used to say -- he's a pain in the neck but that was to long so now they just say Hispanic

I believe this word comes from 1584 hispania(iberian peninsula), or hispanus (spaniard). It pertains to sections of the "new world" dominated by Spain. Now it has changed meaning to be applied to spanish-speaking people of Latin American descent living in the U.S.
