#1 most likely reason: you dog probably has intestinal worms. Watch for something about the size and color of a grain of white rice near his anus or in the hair nearby. It may be very soft and moving around a bit. If you find one, don't touch it with your bare hands as it is likely an egg casing for such worms. Instead, remove it with some toilet paper covering your fingers and dispose of it in the toilet. Then get your dog to a GOOD vet who can teach you how to worm your dog properly.

Possible reason #2: anal gland impaction. Take your dog to a GOOD vet and have him show you how to express the anal glands properly. It's not the most glamorous thing in the world, but it sure beats having your dog dragging his butt all over the place.

Dogs have a anal gland that can fill up with fluid and when it does it itches, irritates the dog and thats the only way the dog has to scratch the itch------take the dog to another Vet for needs to be emptied for your dog will eventually be in total misery. Watcg the dog feces to make sure no workms-also a reason.would be little white things either one has to have Vet treatment

Go to a different vet. This is textbook behavior of a dog that needs his anal glands expressed. This is a delicate (not to mention unpleasant) procedure and should be done by a vet, not at home.

Again, our community & their experience offers great advice. I would say worms or glands, needs to be examined by vet. Have any of you seen the movie "The Fisher King"? There's a hilarious scene about just that.....skooting your bootie on the grass!

Sounds like your vet is an idiot, no offense. Your dog has parasites, and they're making his rear itchy.
Go to a vet who has experience with this problem. It's not a difficult problem to remedy.

Anal gland impaction could be the reason. Dogs usually do this to help expell the glands. (Very common in small dogs.)
