Public buses are everywhere and go to all of the island areas.
Honolulu, Oahu - has the Waikiki Trolley, and you can get an all day pass very cheaply.
Rental cars are more expensive than taking a limo, and you get stuck in lots of traffic....as the limo drivers have traffic info that you don't have.
I used Hawaii car Service - Kevin-888-926-3444,
www.hallk001@hawaii.rr.com, and ask for Kevin who took us on a tour from the airport....had cold drinks...in the great, SUV when he picked us up at the airport.
Kevin even helped us out by getting us an entertainment book for buy one meal get one 1/2 price, or free, and he dropped it off after we asked ...about good food, at our hotel desk.....
He would offer any tour you would like, but also told us about the public bus and trolley service.
.....Just tell him R from Exton, PA sent you...last trip in August 16, 2005, and he was just marvelous (1-888-926-3444), and he & his family lived there for about 19 years...from the mainland originally.
Public transportantion is available on each island and is clean and easy to use.

The island is very spread out-it depends where you are traveling. There is a "Helion" bus which crosses the island from Kona to Hilo, with stops in between; but then you are at the mercy of a bus schedule. Taxis within Kona itself would be ok, but expensive. Smaller towns like Waimea (Kamuela) do not even have local taxis, and you can have to wait for a long time to answer a call. The whole island is pretty much lava, so there aren't excessive sidewalks/shoulders on the road, and the distance between towns is sizable. The map is deceiving-there are only a few major roads, but they are quite treacherous in places and require one's full attention (regardless of whales, mountains, etc). The distances between should not be clocked at 60mph. Car rental is best, and remember, rental car companies do not cover off-roading-such as Saddle road.

It would be best if you just drive the rental. It isnt like you are driving cross country.. The whole island takes about 2 to 2 1/2 hours to drive around..... I used to live in Volcano which is on the hilo side of Big Island for 7 years....... Radlmomma is right....
and yes, lots of lava fields so public transportation will only get you to basically A and B.........
When you go- send this mainlander (still kamaaina) some sweet bread will ya? *winks
