I had the same poblem and I sprinkled hot sauce around and it worked and didnt hurt the plants however after it rains do it again

OKay, most dog who dig, are bored.
Are you leaving your dog outside for periods of time, where it is bored. Dogs are actually very smart and need mental stimulation and they are social animals and need human interaction.
Walk your dog, play with it until it is tired, several times a day. My pooches are both getting up there, one is a senior citizen and one not to far behind. They love to go for their walks even though they have been getting slower over the years.
I am not sure, but I think mothballs are poisonous and you may have been hurting your dog.

dont plant any plants! maybe he just like it better w/ no plants. good luck w/ that! i agree w/ starting over, just walk him as much as you possibly can, before work and after. have your husband do it also, if you have one. hope this helps!
