surge protector, will the chargers still draw "ghost" or "vampire" energy?

Nope, at least not anything you could measure. In theory there is a miniscule amount of current flowing through a switch which is turned off but it is much too small to affect your electric bill.

It depends on the quality of the surge protector. Assuming that it is still plugged in, some power could leak through the switch if it is a cheap one and get some " ghost electric"

What do you mean "...you have a surge protector off,"? Do you mean the surge protector is not plugged into the wall? I don't think there is much charge storage in a surge protector so the chargers might draw current for a second or two, but not much and not for long.

I doubt it very much. If by 'off' you mean that the manual switch on the surge protector is turned off, then the answer is no, the switch disconnects the hot side of the line completely.
