Most people have areas that are harder to reduce than others. It probably has more to do with genetics - look at the other females in your family and see if they also have that distribution of fat. In the first place I think it pays to be thankful you are a healthy female. Other than that a good and nutritious diet, water, multivitamin is going to serve you well.
You might check out a class (aerobics, water aerobics, yoga, group sports, tennis etc). The other thing you can get and it's probably about $25 is one of those large exercise balls that come with a video. Those are nice for firming out the abs assuming you are at a healthy weight. A sedentary lifestyle will really add weight around the middle - sitting at a computer, watching TV, etc. so make sure you are up and about doing things if you can.
Don't become too worried about this, bc we are all human and no one really is concerned about that except probably you. There is a lot of pressure from media (TV & magazines) - don't forget that's not the reality for most people and mags airbrush extensively. Just enjoy life!

You have to ascend and descend the 3 floors of ur buildind 6-8times a day in asingle go but remember dont walk do run -- then eat wahtever but only in moderrate quantities but b regular . It will bing u lot of sweat and feel tired. but this is good sign

okay your 15 that's a healthy wieght, Maybe do those things where you stand up and put your hands on the back of your head. Then turn side to side like 10-20 times, then alternate touching feet however many times then go back to the first thing. Hope this helps, the trick is to eventually raise your metabolism.... start by baby steps.
