Check out Things Remembered online. They have some GREAT gift ideas and if you don't get them personalized with a message, they are $30-$50. There might even be some that would fit in that price range without being personalized.
I got my bridesmaid gifts from there: a small, heart-shaped jewelry box with their initials and then a bracelet with pearls and diamonds.

My best friend gave her bridesmaids really nice daily planners. It was a really pretty agenda book and she also gave us some pretty glittery powder that matched the colour of our bridesmaid dresses just in case we wanted to put some on at the wedding. You can give anything really just as long as its from the heart. Be creative.

i saw something on 1 of those home and garden channels. they made these personalized boxes for each brides maid. they put things that were a momento for each person. and put in a couple useful things like a small picture frame with a picture of them together. she also put a small little plant in the box as well. i think a bamboo plant. it was a really neat idea. it is better to personalize the gift then to give the same gift to everyone.

I hate to say that I don't remember what I gave my bridesmaids! But my sister gave each of hers a small cedar box. They look like a hope chest, but much smaller. It's nice to keep small things like earrings or buttons in.
Another bride I know gave us each a sterling silver pincushion with our initials engraved on it.

I bought necklace and earrings for mine, i also paid for the dresses. I went a little over board and paid for hair and nails done for 7 girls. It was worth the smiles on their faces....But your friend can find nice box sets of jewelry with necklace and earrings included and being close to the holidays most stores carry them now....

Look at a Premier Design jewelry catalog (need to find a rep) - they have great stuff. She could get them all matching necklaces that they could wear in the wedding and then again as a keepsake afterwards.
Actually - any kind of jewelry would work.
Also - maybe jewelry that could be engraved.
