ive got neighbors that are noisy and dirty. they seem to not have any respect of others living in the building

Good etiquette would be to ask the neighbors when they sleep, and try to keep the noise down during those hours. I live in a house, and I work evenings, which means I have just gone to bed at dawn in the summer. The neighbor mowed everyday at 7am, our noise laws here say at 8am, the noise can start.. I used to pray for rain. My father, without my permission, went and asked him if he knew I slept then, and the daily mowing stopped. So did his speaking to me.
The other side of the coin is: I had a housewarming in my first new house, and the party went late. We were quiet, you could not hear us or the music outside of the house, but the cars leaving after the party were a little loud[no reving engines or loud radios]. Everyone left at the same time. I had to hear about it the next day. My response was to tell that neitghbor that he wakes me up every morning working in his yard. He was retired, and without a hearing aide, he was deaf, and took it out at night.. I worked for my living, and I am not deaf.. He informed me he would not stop the noisy yard work, and I informed him we would party, or not, as we wanted. We continued to get along, until the next party,a year later, when I was informed he could hear the music. I told him I could still hear the yard work. No more problems.

Apartment etiquette is a challenging subject. In addition to many good suggestions here (I really liked the comments about the loud lawn work vs. occasioanl party) I would like to suggest you invest in one very important item:

a good pair of earplugs.

Yes, that's right! Earplugs make wonderful apartment neighbors.

Some buildings are very insulating against noise, and others amplify it. Right now, I live underneath a couple who "walk like elephants", day and night. I think they are wonderful people, and I don't want to ruin their lives by making them worry about how they walk (that would get old very fast), and I figgure that they're probably just walking normally and the building is a bit creaky... so when I sleep I pop in a pair of earplugs. This worked out well because not only did they walk at night, but the local school bus stop is right outside my bedroom window.. so I can now sleep through the 6:30 a.m. children congergating as well.

In years of apartment living, I've only had two noise problems that I couldnt' solve with earplugs; in one case, a neighbor was yelling at his infant who had colic (that required actually speaking with him, and I felt bad, I mean colic sucks so I was sympathetic, but he wasn't helping by yelling at the child), and in another case the neighbors had their subwoofers turned up to high regularly for their biweekly parties; I dealt with that by going down in my pajamas and asking them to please just turn the subwoofer down (I didn't mind the other noise as the earplugs took care of that).

I can totally relate. I have these neighbours above me who consistently make loud noise every night from 10:00 p.m. up till 1:00 in the morning!! Very rude. I've spoken to them a few times about it, but they don't care. I always turn down my T.V. or stop making loud noises by around 10:00 at night. It's just polite as some people have kids or are trying to go to sleep themselves. I hate people who just make loud noise whenever they want and have no consideration for anyone else.

I would think respectable noise times would be from about 8 am - 8pm weeknights. I can live with the occassional party but there is a limit. I live in flats and the neighbours visitors sit in their cars and beep the horn till they come out (well till I cracked up anyway). So thats out. Also don't go over next door all the time - they need privacy too. Don't know what you can do about their hygiene as they do pay rent too.

I had noisy neighbours when I lived in an apartment block. They would be quiet all week until Friday/Saturday night when it was obviously party time for them. Someone called the cops on them one night and apparently they got busted for drugs. They left! YAY.
I think people playing music a little loud is OK as long as its not ridiculous hours of the night.
Also, people not parking in your reserved spot. That's the most annoying thing EVER.

I try my very best to keep it quiet after 9 p.m., watch my kids, and make sure we don't leave any garbage around.

Check your lease or talk to the management about rules. Talk to your neighbor, but be as nice as you can. Maybe they don't realize how much they're disturbing you.

that sucks - are they loud during the day or night? do you work day or night? what is your local ordinace on noise levels? things to think about. Dirty-well you have trouble there- no way to help unless you decide to clean for them.
