The laws of nature seem to be self-enforcing, no police or jail system needed. Trying to break the law of gravity, for example, brings its own punishment (splat, ouch).
I don't think of the "laws of nature" the same way I understand the penal code. The laws of nature seem to be more like parameters, boundries that help define life.
