Not necessary... but in terms of the molecular structure of water, water is a polar solvent, and able to dissolve in other polar solvents, which means that water works better with other polar solvents in terms of cleaning. A typical cleaning reagent contains both polar and non-polar ends so that that is able to disslove in both polar and non-polar solvents.

Because water is wet. You could also use alcohol but thats too expensive and you would get high on the fumes.
