If you say "I am down with" it means you approve.

If you say only "down with" something, without saying "I am," it means you disapprove, i.e. "Down with tyranny!"

This is not the appropriate phrasing. If these statements are meant to express disapproval, they should expressed as follows:

I am down on communism. I am down on tyranny. . . . or
Down with communism. Down with tyranny.

They mean disapproval... it is like a thumbs down

(1) If you are using modern street slang, if you say you are "down with your Brothers" or "down with hip-hop" means you are cool or okay with them/it, so you like them. You think they are cool.

(2) If you are at a feminist protest and shout "Down with Pants!" "Up with Skirts!" that means you are "against men" and you "support women" instead. But at least you have a sense of humor about whatever you are protesting.

"I'm down with communism" means that you're ok with communism.
