Some have more than others and I do not tell others that. I just observe that they have little of it. Since it is only a bit annoying to you, just let it go. You probably are not going to change them by telling them so.

It depends on how close you are to the person. Like you can tell a family member or close friend, but not someone you hardly know.

i don't think anything is really wrong with saying that. What you should remember "it's not what you say is how you say it"
Maybe try explaining to the person what he/she is doing wrong and how you think they should go about it.
What maybe common sense to you might not be to another person
