It's also a good idea to get some hospital bands and put your passport number on them, and put the bands on your kids. If you get separated, there will be way for the Authorities to find you.

Depends on the country. However a child under 18 must travel with both parents. If only one or no parents go the child most have a notarized document releasing the child to a care taker or the other parent. Whatever the country requires of you they require for the child plus the notarized document.

This is a true sad story and I know my friends work for the government. Most likely, some kids can be kidnap or sell them for organ donations. It does require ID no matter what.
