You can go to Wal-Mart, Target, or a sporting goods store. Most of the ankle weights now come with adjustable weights so you can use all ten pounds or take some of the weight out and work your way up to 10 lbs.

awma.com has rehabilitation weights that are at least 20lbs a piece and they're adjustable from a 1/2lb to 1 lb I believe.
just check in their exercise or training equipment area.

Go to Wal-Mart. I bought mine there, but now I can't use them as I got a hernia.
