82 'counties' is correct, although this includes the 40 unitary authorities, as well as the 6 "metropolitan" counties and London. There are 35 "shire counties".
Perhaps a more traditional list of what we think of as the English counties is given by the "Ceremonial" counties - see the second link. This gives 47 counties plus the City of London.
The Bristol - Bath area is a good example of the confusion caused by all these changes. We had Gloucestershire, Somerset and the County & City of Bristol (see the list of "ceremonial" counties). Now we have Gloucestershire, Somerset (2 shire counties), and Bristol, South Gloucestershire, North Somerset and BANES (4 unitary authorities). To make it worse, the Post Office, or rather the companies that develop computer programs that produce an address from a Post Code, still insist on using "Avon". This was one of the new counties that were created in the 1974 changes, but all the locals hated it, and it was abolished over 10 years ago!
