SONY ANALOG CAM CCD F-280 : How the hell do I use this?!?!?

I was looking through some stuff sitting in the storage room and found this old old camcorder.. .but I can't seem to get it working again :(( my mom says she has never used it for about 10 years since she bought it, i wonder if it just broke or not... anyone know how to operate this thing???
