I was in Chula Vista, CA at a restaurant and on a wine list I saw a bottle of White Zinfandel made by Chateau Ste Michelle (a winery in Washington state). This is odd because I did not know they produced this and I have not been able to find a bottle ever since.

It's possible, but it also could've just been a rare bottle.

I don't know but i'm going to say probably not. white zinfandel was a wine that became popular in the late '70s when there was a glut of Zinfandel in California. In there infinite wisdom they blended the Zinfandel with white wine to attract more female drinkers. It worked. Although CSM is a large winery I don't think it's the kind of gimmick they would need to entertain nowadays.

That's a good ? Maybe they tried growing Zinfandel up there at one time and it did not work out, climate wise. Thus the rose version of the red wine.
