Is it true that after 3 years of having an accident, that accident doesn't affect your insurance monthly payments anymore?

That is the standard in most cases, however I have seen reports of it staying on a driving record for up to 5 years. You should be able to order your driving record through the dps.

Yes. If the accident had caused an increase, then the increase or surcharge will fall off after 3 years.

Assuming you've had no other violations in the mean time, you should see a significant drop in your premiums. You should call your agent to make sure the accident was dropped from your rating.

Generally this is correct, although it does depend on the underwriters own criteria. The best bet is to just ask if a specific claim is still being rated against.
