To the Bush administration: Perpetual global war and a U.S. run like the Soviet Union under Stalin. To me: Heavy taxes on all the rich in the world which could be used for humanitarian aid and education in Iraq and elsewhere. To an average Iraqi: The ability to go to a coffee shop without the fear of being blown up.

A stable government in Iraq. That would probably mean a Federalist government, with maybe three states split between Sunnis, Shi'ites, and Kurds. This is what the U.S. is trying to do, but the damn radicals feel like continuing this civil war between the two major Islamic Sects and are inhibiting the Iraqi gov't's power.

To me the victory would be the Iraqi security forces bringing the fighting under control. The war with Iran apparently is not over as they keep sending in insurgents and weapons.
