For the first one, rule is only use a comma if explaining 3 seperate things...

1.sutters mill is located in sacramento, california, on the south fork of the river... This is incorrect.

1.Sutters Mill is located in Sacramento California on the south fork of the river.
No commas needed, Sacromento is a city in California

If you must choose 1 of the 2, I would say #1 sounds the best. But if you speak it out loud... for example...

Johnys' house is located in Cincinatti Ohio near the state of Kentucky. There is no need for a comma

2. Sutter's mill is located in Sacramento, California on the southern fork of the river. Write it this way if the mill belongs to the town of Sutter.

If Sutters Mill is a place then you capitalize both words.

If I am not mistaken, that is the correct way.

Good question.
