Not legally. The person can give you a copy or they can pay the IRS for a copy of a past years return. i have also noticed that everybody and/or his brother seems to ask for a copy of up the last three years returns for many reasons; school, house loan, business loan, yaddah. I always tell people to get a name and number for the person requesting copies of tax returns so if they fall into the wrong hands you have somebody to sue or file criminal charges against.

Not without their consent, unless they are part of the public record, such as with certain politicians or as part of a court case.
