Two possible ways to save money would be:
1) Pay for the Pass Plus course around £120 but you get 10% or more offf car insurance and you will be amazed at how many insurers take it into account these days
2) Use someone like Direct Line with a parent/experienced driver as the main driver and your son as named driver as they allow him to gain no claims aswell which he can then use when he's got a few years driving behind him.

other than tha tAdmiral is one of the best.
NEVER use sites like confused.com when i have tryed it yu can always get a lesser quote when you use the individual insurance companies websites.

From 21st December 2012 the European Court of Justice has ruled that insurers will no longer be able to take gender into account when calculating premiums. Young male drivers are expected to benefit from this with insurance premiums expected to reduce by around 10%. Unfortunately, young female drivers are expected to face an increase of up to 25%. As a young male driver I would therefore recommend that you wait until after the 21st December to take out your car insurance policy.

Use a parent as the first name, you won't build up any no-claims bonus yourself that way but you'll save a fortune and can build your own no-claims up once your 21 and the insurance is cheaper.
