The full statement is "Eliminate the use of slogans, posters and exhortations for the work force, demanding Zero Defects and new levels of productivity, without providing methods. Such exhortations only create adversarial relationships; the bulk of the causes of low quality and low productivity belong to the system, and thus lie beyond the power of the work force".

The keys here are: the end of the first sentence "Without providing methods" and the definition of exhortations: an utterance, discourse, or address conveying urgent advice or recommendations.

If you tell a group of people to produce a part, put a big poster stating "Make you products100% defect free!", and the management and engineering team reitterate over and over "We must have products that are 100% defect free!" without showing them how and giving them the proper tools, and tell them they have to produce 10% more per shift, what good is that? It creates a negative attitude if the process is poor and the operators have to struggle.

No process is 100% perfect and is a living thing. It has to continually evolve and change to make it as close to perfect as you can. By changing, I mean changing the work instructions to reflect reality, add new and better technology, continually review the process and past defects for a better way to prevent repeat issues accross your product lines.

You also have to listen to the operators and help them attain the goals you set. If you only do it your way without considering their input, they will not tell you when issues arise.

It's a cultural change throughout an organization. You cannot expect results if you immediately demand it without giving the workforce the correct tools to accomplish their tasks. A company should plan as much in the beginning of a product launch based on past bottlenecks, supplier shortcomings, etc. Take any and all excuses away to succeed.

Remember, processes fail for 3 reasons: The people don't have any tools, the people don't have the proper tools, or they don't use the implemented tools. The 3rd one is the least occurring as it could effect a person's employment. How many people really go into work saying "I'm going to do a bad job today!"?

The second sentence states that it is the process that fails the operation, not the operators.

I have worked in Quality with the big 3 and with Honda and Toyota. The transplants tend to invest heavily upfront for success and the big 3 wait until there is an issue until they react and improve.
