It'll take someone with sophisticated custom-modified or built video gear to extract anything from a tape that's been recorded over. Video recorders are designed to completely erase the old recordings before laying down a new one. Like reevorb said, that's the realm of the FBI or NSA and other government agencies with deep pockets. There must be private firms that will do that kind of work, but it will be very expensive, certainly in the thousands of dollars to hire that sort of expertise. And the best you can expect will be some fuzzy grainy video with very muffled sound.

If you're talking about a digital video tape, if the entire tape hasn't been recorded over some of the original video would still be there. Recovering that will be a much easier task.

This is a very expensive process, since this is only done by forensics experts with complex equipment. What they do is substract from the couple dozen frames per second on the tape (the overshadowed signals, one fraction of a second at a time), the left overs of the ones you had before.

Most of the time, it involves recording on a powerfull computer the signals, and it takes days or weeks to have a tape done.

Just think on the $60 to $200 an hour charge, and you will may just smileat the picteres taken.

Just remember what they say,

an Image is more expensive than a thousand words..

and 24 or 30 images/sec make thousands of dollars fly out of your pocket!..

You won't get it back at a watchable state. But if you want, try asking some security/investigative companies. Nobody in the film/video realm does that though. That stuff's for the FBI.
