I believe from 16 - 25 years old group of drivers have the highest
collision and death rate in America.

The elderly over the age of 65 followed by teenagers up to 25 years of age.
Teens may get into more collisions, but the elderly have a much higher fatality rate.

Check the insurance rates for the answer to this one. The young drivers, learning drivers and minors are usually pretty good, as long as they aren't distracted by having their buddies in the car. In many jurisdictions, it is illegal for anone with a learner's license or who is a new driver, to have more than one other person in the car with them, except for family members, and they can have as many of them as the car will legally hold.
The guys who really do the damage are the 20-25 year old group.
