That's an easy one. Next time you catch him looking at you, just give him a big smile (if you like him).
The guy is shy, so say hi to him next time you have the opportunity. That will remove his fear of rejection somewhat, and get a conversation started.

well what is his stare like...dreamy? creepy? what about his body language? has he seen you look back? how has he reacted? all of these things need to be taken into consideration before having the answer. for ex. if he gets nervous and shy when you look back he probably likes you and feels embarrassed...but if he just stares back with a kind of cold mean look...i'd be kind of worried.

I dont know how you really tell, sometimes a girl just gets the feeling that they do. Hey! It happened to me, and i could tell. He's probably mostly just shy till he gets to know you, then he'll talk. Just go with the flow.

yeah i dont get it the same thing happens to me with this one guy. i dont think that they would stare for no reason though

honey..it depends on where he is staring...if he is staring at your boobs and you have a nice set, you can bet he likes what he is seeing...if you emphasize your cleavage or wear a skimpy top, see if he stares more
