It says the opportunity is to work at home processing government insurance refunds. It also has an "*Official Form Number: IRP9882-2006-59". How can I find out if it is a genuine opportunity or not?

Sounds very weird to me, but to find out go to the Better Business Bueral and if there is an address or something look it up. http://search.bbb.org/ I have never heard of such a thing in my life.
If you are looking for a legit company to work at home I found one. Go to http://healthybetterme.com
And watch out for scams

Do not sign up for this. It is a scam and probably one to steal you identity. You have to before careful. If you are looking for an opportunity, then you just need to find something you want to do and join that way, just like I did. I would not be successful if I joined just anything. Good luck and do not sign up for that!

It is a genuine scam. The purpose is to get you to respond and then hit you up for setup fees, catalogs, lists, etc.

Report this to your Better Business Bureau and send them a copy of the correspondence you have received from the scammers.
