I have a more complicated answer. Love is not something you say, its something you are or represent. So say God created a creature that could do nothing but be or represent love. That would STILL be love. You'd probably call that being an angel.
On the other hand, God could create a creature that only praised God with words of love. Such a creature might not represent love at all, but would still say they loved God. That would NOT be love. It would just be lip service.
To answer the question more directly, you don't need free will to love. In fact, I think that the truest love is the resignation of free will: in particular, the will to be seperate or apart from one another.

God created everything above an animal to have freewill and self-determination. In other words the ability to choose or deny God. But do realize there is a simpler form of worship that comes form of constant worship that comes from all creation.
Let the rivers clap their hands, Let the mountains sing together for joy. -Psalm 98:8

Since when does mankind parrot "I love you God". This race (man) is disobedient mean spiteful and to independent.. If a person believes God, turning to Him for life, it is a true offering of our will, a reception of His love and the offering of ours... Jim

He didn't create us to say I love you GOD or else there would be no atheists', Think about it. GOD gave us all free wills to do what we want and desire. He helps out but He steps in when we believe and ask Him to and only when we ask Him to .

God created US for HIM.
Colossians 1:16
For by him all things were created: things in heaven and on earth, visible and invisible, whether thrones or powers or rulers or authorities; all things were created by him and for him.
--God is the one to be glorified, not man- God holds our breath in HIS hands...God is in control. God is GOD! And always has been. We should be loving Him with all our hearts, soul, mind and strength.....
Matthew 22:37
Jesus replied: " 'Love the Lord your God with all your heart and with all your soul and with all your mind.'
Mark 12:30
Love the Lord your God with all your heart and with all your soul and with all your mind and with all your strength.'
Luke 10:27
He answered: " 'Love the Lord your God with all your heart and with all your soul and with all your strength and with all your mind' ; and, 'Love your neighbor as yourself.' "
