No dealer will sell you a car without a license. Even if you bought one from a private party, you wouldn't be able to drive it because if you were caught the ticket for driving without a license is expensive, which will in turn make your insurance more expensive. Check out www.nada.com. This will have reliability ratings on vehicles. From there check out local car dealer web sites to decide what you can afford compared with what is reliable. Then for the insurance, start shopping just like you do for anything else. There is no coverage on a car if it breaks down. Insurance is for accidents. Full coverage means you have liability as well as comprehensive and collision coverages. Check with a local agent because each state has different minimums. If you buy a car directly from a dealer they will license it for you. As far as the money, try a part-time job.

RE Question:How much does it cost to get a cheap but decent car and for insurance?
I really need to know how much money insurance would be for a car if you have a new license and how much for a decent used car that won't break down on you and what coverage would you have if if it did break down? Also, gas is pricey but i know a lot of people i've seen who are poor and are able to afford this all but how?I don't want to prostitute that is disgusting and violating to me but ineed some extra money, suggestions on how to get it in a respectful way??Can you buy a car without a license and how long do you have to register it i'm clueless about cars and need to know more!!!!

Yes you can buy a car without a license.
Usually you have about 10 days to get it registered
You don't have to get it licensed until you want to get it on the road.
Selling blood plasma is a way to get enough money for a license.
I would think you could find a decent car for about $500-1000
My insurance runs about $40 a month.
It all really depends on your location, and what you consider decent.

I agree with the folks who said it's best to shop around, especially since you are a new driver under age 25 & would be a high risk initially. I'd start with State Farm - they tend to be usually reasonably priced and per Consumer Reports is and has been a highly rated carrier for years. Best thing to do would be to visit an agency in person. Another one that is reasonably priced is GEICO; they don't have many local agencies around but @ least speak to a licensed agent on their toll free line instead of using their Web site. Also try a local independent agent for some quotes - always check with your local department of insurance to see if the carrier you are considering has a history of nightmarish complaints. I would avoid Safe Auto and Cure since they do have histories of many complaints that do not justify any low rates they would offer. Likewise, I'd avoid Esurance - in this case, because last November they were bought by Allstate. Although Allstate tends to tout good rates, I know many persons (myself included) who have been covered by them @ one time and have NEVER heard anything good about how they process claims - but have read numerous complaints regarding their service, particularly claim related.
