I don't have the slightest idea what you are getting at. But since I stumbled on this question I will give a stab at it.
This is a good way to spank real little kids since you can control and hold them while doing it. When they get a little bigger it is not so good trying to flop them on your lap--mine bend over and get swatted with a paddle.
As far as place--I wouldn't do it in public--the sad thing is these days you might get arrested.

What exactly do you mean? I know I HATE walking into public places and seeing people yelling at or hitting their children. If the child is acting up, take them out of the situation. Leave the place and tell them why you had to. If you need to spank them - do it in the privacy of your own home and let them know why you are doing it.

What a sick question...spanking is so perverted. It's so funny because, when babies get mad and can't get their way and hit people, they're called "tempermental", but when an adult does it, it's "discipline". The message is=I'm bigger and more powerful, so I can hit you when I feel like it. What a bully!
