I think a better translation is needed for you to understand. In the New Oxford Annotated Bible ( a pretty good translation) the following verse from Exodus 21:22 goes like this:
"When people who are fighting injure a pregnant woman so that there is a miscarriage, and yet no further harm follows, the one responsible shall be fined what the woman's husband demands, paying as much as the judges determine."
In this passage and with others of their kind, a distinction is made between intentional and unintentional murder. As protection from the swift justice of the blood avenger (the one who inflicts punishment within the old law of "eye for an eye"), the killer is guaranteed asylum. In short, this law protects someone if the woman's child was accidentally killed. The killer will not be swiftly executed and he or she has the right to be heard.
May the Lord bless and keep you. May He let the light of His face shine upon you.
God's and your beast of burden

If two men should be struggling or fighting and it should cause a woman to have an early delivery of her child without complications than the husband of the woman can lay payment for damages upon the men, but if the accident should prove fatal, for either the child or the woman, than payment of soul for soul shall be laid upon the men involved. This shows that God cares for both the mother and unborn child within her asking soul for soul and shows that God is going to hold accountable anyone causing abortion to an unborn child including the mother, no one has a right to take a life but God since he is our Creator.

If two people fight and cause a woman to miscarry, (but no other harm comes to her), then the one(s) who hurt her shall pay her husband an amount determined by a judge.
Only if the woman dies is the punishment death.
This proves God is pro-choice since God considers a woman's life to be more important that of a fetus.

if a woman suffers a miscarriage while a man and her husband are having a fight or disagreement, the husband may sue the man for damages and the judge shall determine the punishment for the man who caused the miscarriage.

It means if you hurt a pregnant woman and she loses her baby, the husband can levy a fine.
Oops, I was wrong!! It means if she gives birth prematurely, not that she loses it. That's what the "no mischief follow" part means. The baby is actually fine.
