the barking thing tell him to stop and pinch the scruff a little or the side of the neck, not to hurt but strong enough to establish dominance, the peeing, right when it does it rub his snout in it and make noise while pinching the neck

Put the mutt outside. Or give it away. Basset hounds are notorious for this behavior. An electric anti barking collar may help. As for the urine problem, the only breed harder to house break is a Cocker Spaniel. They can pee at night without a light.

Train the dog. Stop watching TV and thinking you bought a stuffed toy. The dog is a living, breathing animal that needs to be taught not to bark and trained not to pee in the house. It really is your fault the dog is doing it.

When you first got your dog you should of taken it out about every 10 min to see if it had to do it's business. After your dog eats or drinks take it out. If you continue to do this your dog should pee or poop outside. Now if he pees on the floor do you yell at him? If you do your dog will continue to do it. Or get puppy pads and train the dog to use those. But I recommend training him to go outside.
