I don't think they would bring about anything really as there would be so much confusion in their minds and the noise would be intolerable. I think a few people would make a lot of money reading minds - but how awful to be a politician or confidence trickster because others would know what you were up to!

Peace -- all the positive thoughts would be heard, there is so much negativity around these days that the positive thoughts are pushed aside.

I'd guess war because everyone could hear all the negative judgmental thoughts that people think but are too inhibited to say aloud.
