Once frozen meat is defrosted, it should never be re-frozen. Once defrosted, it has aquired bacteria.
Cook it and then it can be frozen.
As it looks brown now, go ahead and defrost it, but if it has the slightest "off odor", discard it.
The brown color is natural since it was defrosted and had oxidized, just as fresh meat will.
If in doubt, take no chances.

**************no you should leave food (any food) in un-refrigerated for a limit of 4 hours. wheter it is frozen and being defrosted or you have it out atfer it has been cooked (holding). 4 hours is the limit. So if you took the meat out the first time and let it deforst for 2 hours then put it back into the freezer then the portion that was re-freezed can be deforsted for 2 hours until it is not safe to eat.!!
Also food grows bacterial in these temp aka TDZ(temp danger zone) btwn 40 degrees F and 140 degrees F
***when you defrost food the proper way is to defrost in the refrigerator (takes a longer time) or to place under COLD running water...(keyword cold)

As long as you thaw it in the refridgerator below 45 degrees you should be safe as long as you dont thaw and freeze more than a couple of times. But it will not taste good at all, by freezing and thawing and freezing again the cellular walls start to break down and the meat will not retain any of its juices. That is what freezer burn is.

No you should only freeze something once. Once you've defrosted it you should either cook it or throw it away, it's not save to freeze it several times (more bacteria grows on the defrosted meat each time).

No not at all. U shouldnt defrost and once meat is defrosted either cook it or give it to some neighbour or poor person!

No! it is not safe.Once the meat is unfrozen you should not re freeze it. I would not use it. The next time just cook up the ground beef and then re freeze it.

No never - once you thaw you need to use it - you should not freeze in uncooked form again. If you need to cook the hamburger and then freeze. To much opportunity for bacteria to grown

Once you have frozen any type of meat and then allow it to thaw,, whether partially or completely. you are allowing the bacteria to grow in the meat and then try to refreeze it? no,,, the bacteria will continue to grow and it will only be worse when u want to use it again.

No! Get rid of it. Thaw raw meat only once, if you must re-freeze it then cook it first and you can freeze again, but then only once. I wouldn't eat that if I were you!
