I would go with something that has a yellow in it. It could be a creamy white or it could be a cheerful yellow. It is a truely wonderful combination. The choices you make for the furniture, pillows, curtains, and any other accessories is what will make any color combo pull together. If you're still not sure what to paint after reading all these answers, than go to your local fabric shop. If they are using the colors in a pattern you can garentee they'll go together in your room.

That depends a lot more on your personal taste and current decor than on your carpet color. Also "blue carpet" is rather vague (there are hundreds of shades of blue).
There is a great list of tips for choosing paint colors at http://www.how-to-faux-finish.com/paint-color.html
It helps you take into account your personal tastes, the uses of the room, and many other things.
Good luck.

Go to the Behr website and you can choose all sorts of colors and they will give you the color pallette that is appropriate. A very nice tool. If the color on your computer is questionable, the home improvement store in your area should have a kiosk.

The best way to choose a background color for the room is to trial with a palette of different shades and tones, in combination with the color and textures of the furniture and materials.

if you mean the interior walls, blue carpet and white walls have a crisp clean look, but a golden/orange/yellow paint would also compliment blue carpets. (butterscotch color)

i think you mean inside the house
blue works well with browns and earth tones
you need to determine if it is a cool or warm blue though
and choose your wall colors to match with the warm or cool
