If you have the dog on a leash, turn your back to the dog and let him do his business.
If you just let him out on say the back porch, walk away for a second.
My dog is the same way. In fact, every mammal is that way. It's natural to not want sombody to watch and/or force you to go. (How would you like it if your mom got up next to you demanded you poop while staring you down?)
If you're about to leave or go to bed or somthing, and don't want the dog going on the rug, or not having to get up in the night, the make her go out and walk away for a second or turn your back.
As far as 'relaxing him', if he has the connection between a treat and doing potty outside, he'll most likly do it with you watching.

If you stand right in front of him while he's trying to do his business he won't. He thinks that you are trying to control what he is doing. If you turn around side ways it will help. It just makes the dog shy if you are standing infront of him. I would just turn side ways and pretend your looking somewhere else. Finally your dog will go. I don't know why but this always helps.

Have you ever punished your dog for going to the bathroom in the house? Sometimes dogs who have been punished for going to the bathroom have a hard time going in front of people. Try getting a longer leash. When he goes praise him and give him a treat. When I take my dog outside on the leash we stand in one spot until she goes before we play or do anything else outside so that she knows that she can't do anything else until she does her business.

When you know he REALLY has to go, give him the command, but then turn your back to him(assuming you trust him enough to do this). This worked for me with my dog, as she is bashful. Then reward your dog with a treat, and LOTS of love and praise.

Well its a matter of habit.
Al u need to do is be around him exactly 30 mins aftr he has had his meal coz that when they relive themselves make it a habit to relieve himself when ur around and probably u can also have him arnd when u relieve so that he learns it...

You should put some Ex-Lax in his bowl of water or food, then he won't be scared to poop in frount of you or anyone else!!!!!!!!!!
