It is not available to purchase in the UK legally, you can have it imported from America although the seller will need to apply for an export licence and the licence will be refused if you just want it for personal use.
Some US sellers may be prepared to take a chance and send it you anwyay if all they care about is money but you then have to hope customs don't find it on the way over.
There was a guy at the pub near me selling cs gas the other week ... maybe you want to give him a try.

Before it is is legal for any resident of the state to purchase the spray, however, you must obtain a Firearms Identification Card (FID). These are very easy to get: you simply request one at any local police station, fill out the required form and provide two separate types of identification. It's illegal to possess mace, pepper spray or CS gas in the UK unless you're authorised by law. Also I know adding chillies to make your own sounds like a good idea, but remember if you are searched by police and it is found on you, then even though it's not "official" pepper spray, chances are you'll be arrested for possessing an offensive weapon, as it is what is called a "made" offensive weapon, which is: something which has been manufactured to hurt or maim another person. I know it's tempting to carry something like this for protection, but I'm a police officer and have had to arrest lots of seemingly law abiding people for having something like this on them. i don't make the law or necessarily agree with it, but trust me, it's not worth taking a chance of gaining a criminal record for it.

You'd need to buy it abroad or off the internet, although it's illegal in the UK, so if you use it, you can get arrested. Although, I doubt that would mean much if you've just fended off a would-be mugger or rapist.
