I have a limited time to visit the statue on 10/21, I can get to the liberty state park by 8am, but have to return to the park by 1pm. Is this enough for waiting time in ferry lines, security lines, plus visiting the two islands?

It should be ok, The lines won't be that bad that early in the morning. They have ferries running all the time from both islands so if u start to run out of time you can just jump back on ferry.

It Depends.. If you plan to take the ferry, think of 2 hours of line (unless is 8 am or snowing), then 20 mins to arrive there, stay there as much as u want, and then going back.

My tip. is go and take the ferry that runs from Manhattan to Staten Island, is FREE, and you pass pretty close to the statue. Go into the upper RIGHT deck, have a good seat / view and you dont have to spend money and wait in lines. The ferry runs every half and hour. Once you arrive there, just take same ferry back to NYC-. Round trip will take u an hour.
It runs 24 hours, so u can have the "night" ride free too (every hour after rush hour)

depending on the weather probably not (if its nice its much more crowded). when my husband and I went in December it took us over 3 hours just to get to the statue of liberty (this was standing in line) not including ferry over and back. we never made it to ellis island.
