That's happened to me a lot too. A few I've been able to do the same, they'll come up to me and I was able to track down the owner through the rabies tag. But usually, they do the same and run away, usually into traffic. So, now I just try calling them over, if they won't come I'll call animal control.
Best bet would be to call animal control and let them catch them and contact the owner. Let them pay the fees/charges, that'll hopefully teach them to secure their dogs better.

I would call the local animal control. Unfortunately, things like the kids accidentally letting a dog out do happen (we keep a lock on our gate to prevent it tho). The owner might end up paying a fine as a result, but at least they'll still have their dog.
You probably shouldn't chase them down because you can't tell the temperment of a dog, nor do you know how it might react in this type of situation, even if it is a nice dog. Best to let a professional handle it I think.

Trying to catch the dogs might be risky. If the dogs are scared they may become aggressive. I'd call your local animal contol, give a good discription of the dogs and there location. You could try to keep watch to see where they are to let the animal control officers handle it.

Try taking your car up to them saying "Lets go for a ride" and maybe they will come in your car. Try persuading them with treats also. Maybe they all came from the same house and just got loose together. But I would try to get them and do a good deed for the day and possibly save a poor pooch from getting hit by a car, I'm sure the owner will greatly appreciate it also. =] Best of luck to you and you're morning fiasco! =]

Unless you are experienced with dogs, DO NOT INVITE THEM INTO YOUR CAR. You dont know what the dog will do when it get into your car. The dog may not like the motion and go hyper and cause you to wreck. Call animal control.
