You have to be asked by the company (Dana White) they keep an eye out for up and coming talent. They have scouts that travel around to independent venues and Canada and offer fighters fight by fight contracts. The turn around rate for fighters after they lose a match is extremely high. There are so many fighters out there that want to get in to the UFC primarily because they're the only game in town (like boxing WBC, WBA, IBF, USBA etc..)
Dana White (UFC) is very picky about who they pick, unless your are a marque name Shamrock, Silva, Ortiz, Sherk chances are there is no long term contract.

Along with what was said earlier, you must be licensed by the Nevada State Athletic Commission (for fights in Vegas), the New Jersey Athletic Control Board (for fights in New Jersey) and the California State Athletic Commission (for fights in California). You may view the requirements for licensing in Nevada at www.boxing.nv.gov. The medical regulations are pretty strict with all three commissions, and are similar, but not identical with all three states.
