No. He can't be the devil if you believe the whole satan story. He could, on the other hand, be the anti-christ - again. You'd have to believe in that whole religious construct first.
Personally, I think Bush has got a lot of problems that have zero to do with religion. Check out this link and let me know what you think.

I don't agree with a lot of what he is doing, but I do know that he has a job that very few people want, fewer get, and that everyone thinks is their responsibility to say "I would have done it differently."
