the only reason for something such as you stated is something he may have done wrong such as commit a crime and yes you may have been told or think that he hasnt done something but really he has!

Speak with the Immigration and Naturalization Service. Diffferent departments handle different areas of documentation. Maybe it is an oversight. If not, they can tell you the reason.

You need a lawyer and need one fast and a good one as well. Also maybe they are not holding him for charges of being a illegal but something else such as a terrorist or maybe his ppapers are false etc etc........can be a million reasons so go to Immigrations with your lawyer and TV cameras and get answers.........this yahoo question wont help you but only who have him custody can answer your questions and demands of answers with backing from TV, supporters, friends, family, protests etc will help.......good luck
