They are even more expensive to look after. If you can't afford to buy a dog, you can't afford to look after one.

There are 10 Million Dogs and Cats euthanized every year. Go to your local humane society/shelter. Often you can find puppies and dogs of all types there, even pedigreed animals.
Save a life and share your home with a needy animal. :-)

Why don't try the dog pound, you might find a small one u like or might change ur mind. I found both of my dogs, one of them in the park as a puppy and the other one dirty and hungry in the streets and they both have been the best of dogs !!!

Well, if you can't afford to purchase a pup, you probably can't afford to take care of them properly, especially with the costs of the vet.
If it's just the high cost that's bothering you and you could afford it if you wanted, then check petfinder.com. There are a lot of rescue groups that only deal with toy breeds. There will be adoption fees, but it usually includes sterilization and vacs.

If you can't afford to buy a dog, you can't afford to KEEP a dog. Have you checked out the prices of worming, vaccination and neutering? What about food and toys? Emergency treatment? Sorry I can't be more positive but all I see day after day is people on here who can't afford to have emergency veterinary treatment for their dogs. This is not fair on you or the dog.
