Joe's Basement in Wardour St W1. It's where many professional photographers go to get their processing & printing done. So don't expect it to be very cheap - but they will do exactly what you want to a high standard. There are a couple of others locally too, if you don't like Joe's - but I'd start there.

I'm not surethere is anywhere like that. I think what you have to do is hire the outfit you want and go to your local high street photographers and have a bit of fun! If you end up having a venture (you'll see!) of a time just get your free bee and don't pay anymore!!!!!

The Trocadero shopping centre in Leicester Sq used to have an old style photo service, with victorian costumes etc.
Not sure if it still exists.

In the US they always do those at state fairs or city fairs... I'm sure they have fairs/carnivals in London so try there (here they're usually Western-based themes... like John Wayne type outfits/weaponry).

If you can get to Birmingham I might be able to help. Depends on what you want.
