Depends on what format you need the copy in.
Best thing to do would be to get a cable that connects the headphone jack on the recorder to the jack on the back of your computer for the microphone. You could probably then pull the audio onto the computer and then burn it to a CD.
To record, go to start, run, then put 'sndrec32' in the open box and click ok. Play the tape and then hit the record button. When finished, hit stop and save the file. Then use Windows Media Player to create a cd and add the file to it.

Is this a cassette tape? If so, lots of boom boxes have double drives so that you can record a tape that you're playing -- no sweat. If it's an MP3 recording, play it onto your hard drive and then record it on another CD -- if you don't have a CD writer on your machine, you can probably find a friend who does. Both blank CDs and blank cassettes are cheap, even if you don't have one already.

depending on the brand of tape recorder you can usually buy a cable that connects to your computer and copy it to a CD. I'm not shure how to copy it to another tape.

What I would do is to get a male-to-male connector from some place like Radio Shack. Hook it up to the microphone jack on a computer and record the conversation to a .wav file on the computer. (Windows includes a sound recorder with the operating system.)
This way, the conversation can be emailed or whatnot.
