What are the rules for using block quotes?

My teacher explained it once in class but I'm still not certain how to do it right....

Indent from both margins without quotes.

The Chicago Manual of Style says that generally, quoted matter that runs to 10 or more typed lines or that involves more than one paragraph should be set off, while shorter quotes are generally run into text.
