"God" doesn't dole out punishments as if we are naughty children. "Hell" is an imaginary place to intimidate the masses into behaving a certain way.
That being said, stalkers make their own misery through their negative behaviors and inability to accept responsibility for their actions. Karma baby, it's a beautiful thing!

I don't think God would bother, God doesn't seem to be bothered by anything we've done so far. I think stalkers make their own life a living hell, it must be so; all that fixating and obsessive behavior can't be fun at all. Weird, it just seems like such a waste of time; and it's so creepy too; why would anyone want to do that? They must be truly ill, sadly it's the People they latch onto that seem to pay the price of the illness.

There is no such thing as a living hell but there is a hell for those that have rejected what the Lord Jesus Christ did on the cross. He died for our sins, He was buried and took our sins away and He rose again the third day for our justification. Give this gospel to your stalker and if he believes it he will stop stalking and have a place in God's heaven.
